WinSoft Handyscope HS3 software update, version 2.46

The software for the Handyscope HS3 has been updated to version 2.46. Also a DLL for the Handyscope HS3 is placed on the web site. The new software and the new driver also require a new USB driver for the Handyscope HS3.
